The hunter’s certificate, tied to the “hunting minimum”
The certificate attests the right to hunt; issuing it requires knowledge of the short course called okhotminimum.
Kazakh law defines the hunter's certificate (удостоверение охотника) as a document of the prescribed form certifying a natural person's right to hunt. Issuing it is conditional on a knowledge requirement the act names and defines: the okhotminimum is a special short course within the training programme, covering questions of Kazakh legislation on the protection, reproduction and use of the animal world and safety technique while hunting; knowledge of it is a mandatory condition for issuing the hunter's certificate. Alongside that personal document sits a use authorisation: the authorisation to use the animal world is a document of the prescribed form giving natural and legal persons the right to use the animal world — excluding fish resources and other aquatic animals — and to export and sell the objects taken, their parts and derivatives, including hunting trophies. The hunting trophy is itself defined as the animal, its parts and derivatives, taken from the habitat under the procedure established by Kazakh legislation.
