Three thousand hectares, forest or field
A hunting district covers at least three thousand contiguous hectares; above 40 % forest it counts as a forest district.
Article 23 sets the basic unit: a hunting district (obwód łowiecki) is a contiguous area of land of at least three thousand hectares on which conditions exist for practising łowiectwo. In particular cases justified by rational game management and by terrain conditions, smaller districts may be created with the competent minister's consent. Article 24 introduces a distinction that governs management: districts divide into forest districts and field districts. A forest district is one where wooded land makes up at least 40 % of the total area; a field district one where it makes up less than 40 %. The division is a matter for territorial administration: dividing the country into hunting districts and changing their boundaries is done, within a voivodeship, by the competent voivode by regulation, after seeking the opinion of the regional director of the State Forests and of the Polish Hunting Association. Where a district spans more than one voivodeship, the regulation is issued by the voivode of the predominant part, in agreement with the other.
